HRA, ex gratia for Haryana employees

From page 01 CHANDIGARH: Haryana chief minister (CM) Manohar Lal Khattar on Saturday accepted various demands of government employees, main of which were house rent allowance (HRA) as per the seventh pay panel recommendations and revival of ex gratia policy that was discontinued in 1996.

Both these demands would be implemented from August 1. The revised HRA would benefit about 3.5 lakh employees and put an additional expenditure of ₹1,900 crore on the state exchequer. The decisions came after a six-hour meeting between the CM and leaders of various employees’ unions.

Reviving the ex gratia policy, Khattar said the deceased employees, whose age is 52 years or less or have completed more than five years of services, would be covered under the scheme. He said dependents of the deceased employee would be given two options, either to get salary of the remaining period of service or get a government job of group C or D category. Khattar also gave a major relief to the women employees working on contractual basis where they would get facility of six-month maternity leave. He said the financial burden on the contractor on account of this facility would be borne by the state government. He said cashless medical facility would be made available to the government employees for all indoor diseases instead of previously mentioned seven diseases.

He announced that all safai karamcharis working in urban and rural areas would also get the benefit of risk insurance of ₹10 lakh. The employees, such as firemen, linemen, assistant linemen, sewer men and boiler attendants, would also be covered under this insurance policy. The CM said a decision has also been taken to reopen the channel of promotion for the employees of primary agriculture cooperative societies in central cooperative banks.

CHAPTER OF PUNJAB PAY SCALE CLOSED

Khattar also categorically said that since the Haryana government was ahead of its Punjab counterpart in terms of giving better facilities and pay packages to its employees, the chapter of pay scales equivalent to Punjab should be closed.
